You don't.

Record numbers are assigned in the order of entry, the first person is #1 the second, #2 etc.

If you delete a person with a record number, it is never used again wthin that databae.

If you export a GEDCOM file and import it into a new database, the record numbers may be retained if you choose that option, but normally the people are renumbered from one through the number of people in the database.

You may like using the the Reference number fact better, you can assign any number you want as a reference number. You can even assign the same number to more than one individual.

Now, you could, if you are really desperate to change a record number or two, Edit the person with the record number you want to use and change the name and all events to the person you want to use that number, then re-enter the person you edited as another new entry, where he will have the next record number available.
