1/ Has there been a new App or upgrade for the RM on Android??
2/ When a new upgrade for the App or program, do we get notification?
3/ Does the App upgrade itself or do we only just download the program to be upgraded?

Yes, the new version is on Play Store, dated Aug 27.
Open Google Play and search for RootsMagic app. Use the Install or Update button as needed.
I had removed it from my Galaxy S5 so had to reinstall it and download the database from within the app.
I needed to update it on my Google Nexus 5 as I hadn't removed it. The app opened with the database that was downloaded when the app stopped working I replaced the database with the newest version on Dropbox.
The app was probably listed for update in the app update list, but, I didn't think to look. Check your Google Play update list if you didn't remove the app.
I just searched for it and updated.

Where do you check the settings on Android to see if I have the current download as I normally use my laptop.

There is nothing special about the RootsMagic app in the Play Store on an Android phone. Installing or updating works like any other app.
Open Play Store on the Android phone.
Press the icon with the three vertical lines at the top left of the screen.
Choose My Apps.
If the RootsMagic app is in the update list, press the app name. On the next screen, press the Update button.
If the RootsMagic app is not in the uodate list, press on the magnifier icon at the top of the screen to open the search box.
Enter Rootsmagic and press on RootsMagic app.
Press on the Install or Update button whichever is showing.
Open Play Store on the Android phone.

The best way to find out if you have the latest version is to go to the Google Play store and "check for Updates".

In Play Store, go to the Rootagic app page.
Press READ MORE just below WHAT'S NEW. Scrool down that page to the bottom
It says Version 1.2, Updated on Aug 27, 2015.
The last update that has been released is alwqys the version that is in Play Store. The date tells you how recent that update was.
