Are the photos full size or are they a thumbnail size?

Usually they are scaled to fit the occasion.
On screen reports are usually thumbnails,
On the printed reports they are scaled to the size you specify.

You never get a 10 mega pixel photo at full size, the screen or paper just isn't large enough. My 19" screen only has a 1.296 Mega Pixel display area.So, even the photos from my 3 MP camera aren't shown at full size.
(I don't know about the high definition 60" or so TVs though)

The Publish Online tool resizes them which makes census images unreadable.

So, I am assuming then, that passenger lists would be unreadable as well. What about bmd certificates? Are photos the only things recognizable? So, publish without photos?

Probably unreadable but best you generate a website, inspect the local folder before uploading to make sure it is under 50MB total and whether it looks like what you want.
