I know how to export a GEDCOM from RM, but I want to create a GEDCOM that includes ONLY the Full Name, Birth Fact (date, place) and Death Fact (date, place).

Even when I de-select all the Data to Export selections (Notes, Sources, etc.), the new GEDCOM has all the FACTS exported. I have a lot of notes that are not primary source citations. I thought the easiest way to build a clean RM list would be to export only the most basic info and to selectively add back in sourced info.

You can edit each Fact Type so that it will not export to a GEDCOM. Lists > Fact Type List > Select Fact Type > Edit > Uncheck "Include when: Exporting GEDCOM files". Also see Help > Search on "Fact types" > select "Edit fact types".

That's the hard way. For me, the easy way is to do a SQLite query or use RMtrix.
